There are few sites on the internet with a higher average intelligence than /. (though GC may be one of them, regarding non-technical issues, at least), and the folks at /. also tend to have a good sense of humor and a biting sense of sarcasm.

So, yes, this was definitely sarcasm. Note that they basically called for the internet to be shut down, as a "reasonable" precaution. A rough non-technical equivalent would be to say that drunk driving is a problem, so all cars, trucks, and motorcycles should be banned from the roads . . . and probably pedestrians, bicycles and other conveyances as well. Quite reasonable, yes?
