Parents and teachers and other responsible parties need to bring lawsuits against law enforcement agencies who abuse minors. Defense funds need to be established to particularly help youth in trouble. A good title for a grouping of programs to protect youth from law enforcement harassment and abuse would be Push Back.

This is abuse:

"For this they were arrested, and were held for two days before their parents were allowed to see them. It is also noteworthy that the police interrogated them extensively before reading them their Miranda rights.

As for their treatment at the hands of the police:

"They pushed us up against the wall. They took all our stuff, took our fingerprints," Cory told me. "They strip searched us and then they put us in our cells."
