In the end, this chip will still not provide protection against abuse by family members or friends. It will not prevent the child from being harmed. The child will not really benefit much (if at all) from it, but they will learn that they are constantly being watched and monitored and that is a bad thing. It will lead to a very subservient attitude as they get older.
The other issue is, when does the chip come out? How old does the child have to be for the chip to be removed? Why remove it at all? After all, adults can get lost or kidnapped (or commit crimes!). I hope you're smart enough to realize that once something like this became mandatory, it's unlikely that the various governments would ever allow them to be removed (it's for your own "protection"!). You'd be stuck with that chip inside you for life. Do you really want someone knowing where you are, every second of your life?
Which leads into the additional questions of exactly who would be watching and monitoring all these children (and adults)? What will they do with all that data? Where will that data be recorded and how will it be used?
I think it is a horribly bad precedent to track people using GPS. It offers little to no protection from real harm, and it basically means that person will be monitored and watched for life.
Nothing is worth losing the freedoms that we currently have (even if we're not really free anyway).
