You are looking at it upside down.
Encryption increases your freedom to, for instance, post on GC, read mail, visit foreign sites, do business...
...and it also increases the freedom of transnational and organised crime and terrorists to do exactly the same.
It is the non-encrypted world the one akin to everyone having a tracking device: "everyone can see where you are" is equivalent to "everyone can see what you are posting / uploading / downloading". Secrecy of your location is equivalent to secrecy of your data traffic.
The key slogan in these type of measures, usually, is "if you're doing nothing illegal you have nothing to be afraid of."
Which meets this slogan - encryption, or non-encryption???
