in britain parents are free not to send their children to school as long as some other kind of educational experience is provided.
penn's argument might be legitimate if schools were excellent : unfortunately a lot of them are lousy - frequent rapes, bullying, illicit drug use, knife crime etc.
they should be institutions promoting the life of the mind - but that's rarely the case.
