pitcairn island analogue at best

I think settling on an uninhabited island is the best bet, ideally far away from morally imperialist countries like the US. Something near Iceland or maybe Nunavut. Pitcairn island got in hot water with the UK due to their low age of consent, but they're geographically very close to the UK. They were attacked a few times as well.
I wouldn't put it past PJ to go on a 'hunting expedition', perhaps hiring some mercenaries, so it'd be very wise for us to have some military strength.
The island itself would need to be fertile enough to grow the food we need. I imagine we'd be turned down by more ports than L. Ron Hubbard, so importing is probably out of the question. We'd need something to export, or sustainable funding (yeah right) which in my opinion are less feasible than making what we need there.
After going to the trouble needed to set everything up, I fear some of the ped inhabitants will feel like they DESERVE to have sex with children, leading to real abuse.
Alternative idea: uncharted wilderness in Africa. There are several tribes that already are tolerant of child sexuality, join up with them. Or settle somewhere in the jungle where there are already undocumented tribes, we'd be too off-the-map for anyone to know, care or find us.
