Actually, I think the politicians, for the most part at least, know that increasing penalties doesn't work. They just care more about winning easy points and winning elections than solving the problem.

To an extent, I think much of the public realizes some other approach is needed when it comes to so-called sex offenders. They just can't face that when it comes to kids and sex, because they start to feel guilty when they do.

On the other hand, there's people who just want any child attracted adults to be wiped off the face of the earth, so anything short of dragging them out of their homes for a summary execution, regardless if they've acted on it or not, is enough to demand more punishment until it reaches that point.
