Sounds to me like it's simply about how tittilating or extreme they can make the banners in order to maximize the number of hits. I doubt these are the people who run the legal child model sites, because they go to extremes to avoid any sort of association with porn of any kind. They can't help what other people do with their banners. I'm sure you've seen the ones where they intentionally try to make an image of adult porn appear to be cp by warping and cropping the picture. Many guys who see such an image, even if they don't get off on it, will click on it anyway because their curiosity to see something taboo (or to report it) gets the better of them. Those who post the banners just want the clicks. I know there have been so many laws passed, but it's really difficult to stop it without removing all privacy from the net worldwide.

I don't know of many people who have a clue what the exact laws are anymore. Not only do they change frequently and differ from place to place, but they are so intentionally vague and purposely left open to interpretation that virtually any surfing you do to look at images of children of any kind has the chance of resulting in criminal charges by a judge who wants to screw you. It seems that no matter how "legal" the images are, if it's established that you are a pedosexual, all the rules change and things suddenly hinge on what you intended to "use" them for. Thought crimes, basically.

The best advice you can be given is to surf just as securely as the people who know they are breaking the law. That means using Tor or some other proxies, not saving or at least encrypting anything you save, wiping your hard drive regularly, etc. I even encrypt documents that discuss pedophilia itself. They aren't illegal, but they can be used to establish that you may be pedo, and then the laws change just for you. Isn't that special? Just be as careful as you can, since "legal pic" is such a fleeting term these days.
