Aleksandr Litvinenko reported that Putin used the then-KGB apartments in Moscow, which were sometimes used to frame people for sex scandals, to have sex with boys. He attributed his relatively slow career during his first years in the KGB (for someone with his qualifications), to superiors seeing his paedophilia as a possible liability.

The article is no longer online, that I can find it, at least.
