1) Take drugs and terrorism. They are, visibly enough, only pretexts to go to war, but not actual war goals. Iraq has faaaaar more terrorists now than before the invasion (another reason why I support staying, btw). Afghanistan has faaaaaar more drugs now than before the invasion. I can very easily see a war on paedophiles taking place - they will not call it a war on paedophiles, they will call it a "war for the children", which sounds more sellable to the public.
2) Take the effects of anti-paed laws. All anti-paed laws are designed to curtail freedom of communication, freedom of information, freedom of speech, freedom of movement, freedom of association and general privacy. You do realise where that goes, right??? It cannot ever really end, except, Orwellianly, with an unreachable final and total victory, and btw, like with drugs and terrorism too.
3) Take the already existing foreign policy tools. Like with drugs and terrorism, again, countries are trying to exercise their powers to pressure other countries to comply with their own measures. First come reports; then come economic sanctions or diplomatic pressures; then steering of the international agendas; then extraterritorial laws; finally, coalitions, initially of the willing, then extending to the fearful and forced upon the unwilling, to fight the perceived threat with the possibility to use actual force. Btw, how are the negotiations with Iran and Burma???
But still, the point is never and was never terrorism; neither is it or was it drugs. Similarly, the point isn't and won't be paeds.
The points are the three points outlined above, which can be applied to anything you can think of, but which just happen to be convenient to be applied about us.
