I think, in the backs of minds everywhere, people get that 15 year olds can consent, and do it all the time with other 15 year olds. They qualify this by telling themselves that these 'children' would only consent with an adult because of the perceived 'authority' that adult would hold over them, the age old 'power imbalance' argument.

Whatever lies they have to tell themselves to ease their discomfort with youth sexuality, I guess.
