Surely customs have to PROVE it??

If what so many are saying here is correct that such dolls would be seized at customs, presumably on the "assumption" that minorphiles MIGHT try and have 'sex' with them, surely then the onus should be on the authorities to PROVE this, customer case by customer case?? Is that constitutionally just to use the preemptive "it MIGHT happen" argument??
