On the downside, you'd probably run up 6 or 7 figures in legal bills and you'd have to be a bona fide religion whose religious tenets required smoking. The Dante Sect of the Worldwide Satanist Church (slogan: "Smoking section: Level 9") would probably be able to win this one, most Christian denominations would not.

Just wanting to give smokers a place to worship and light up at the same time wouldn't be good enough to overturn the ordinance.
