Lolicon in Canada

Does anyone happen to know if there have been many cases in Canada where someone has been prosecuted for having just lolicon downloaded?

I'm a little surprised that it's legal in the US but not in Canada.
Is it strictly enforced?
Any links to articles about the issue and exact statements of the law would be appreciated. Thanks.
