It is not strictly enforced. In fact I have never heard of anyone prosecuted for downloading it, only for importing paper copies (and rarely at that). But needless to say there may be cases I haven't heard of. Here's a link to the law, it doesn't specifically mention drawings, but courts have ruled that it doesn't need to be real to meet the definition used. Note that written child erotica is also illegal.
