Complete prohibition only needs to argue why something is unethical, immoral or socially undesirable. That does not have to imply a hysterical attitude about the people who engage in that activity.

Age-discriminate prohibition is different. It has to argue why something is not inherently unethical, immoral or socially undesirable but suddenly becomes so in the presence of the wrong age bracket. It thus implies an intolerance and dehumanisation of the people who engage in that activity.

I for one am decidedly against prostitution, ethically speaking, yet I am in favour of its full legalisation, because I see that outcome as better for society. But I also think age-bracketing it creates more problems than it ever solved.
