by society through the instruments of the state is not the same as by the state... in one case, the state is only a kommissar, in the other, it's the agent itself...

Number 1 are the typical public sector enterprises or social programs of post-ww2 Western Europe (not all!!, but at least many - or at least, that's how they're supposed to work, if you want to get really nitpicky...).

Number 2 are the typical state-industries of both the Soviet Union and Nazi Germany (but, again, not all, and again, at least in theory...).

I know your reasons for not calling Number 2 socialist, and calling into question Number 1 in absence of a fully socialist economic system. But neither Number 1 nor Number 2 are really kapitalistic either.

The definition of collectivism I am using is quite simple: the idea that people should relinquish something to the collectivity. Of course, "the collectivity" need not be the state; and of course "something" need not be their sexualities, which is why probably you are confused...
