could be a huge part of the move to make prisons a private affair. think about the massive cost of implimenting the new laws that mandate 25 year prison terms for sexual abuse. how are they going to house 3-5 times the population of sex offenders that they had before?
most states have not even bothered to ask about the cost of such a law... and probably wont realize it's a problem until it's a problem. But, when they do, look for private prisons. sexual abusers are proven to be some of the easiest to house--the majority are non-violent. SO, they can be put to work, and make money for the prison easier than other types of populations.
so, look for years from now, a booming industry in housing sex-offenders in private prisons... slave labor.
