Surely they'd need SOME kind of proof to make a charge. They might charge you for an actual REGISTERED crime where they know a crime was commited but didn't have any idea who the "offender" was. And if you came forward later and confessed the crime, they would most likely still charge you, especially for a fellony.

But in a case where no crime was even registered to BEGIN with, I'd say they'd need more than you just saying "I did this and that several years ago". Take for example politicians who say that they took drugs in their earlier days, that they don't actually get charged over such confession? Take both Obama and Bush as examples.

And even in the case of so called CP that you might have watched 20 years ago, remember that in many jurisdictions 20 at that time, CP was not actually yet "illegal" in itself and would have been just another blue movie, even though it might not have been accepted by many film sensors. You can't be charged in retrospect for something that was not even yet a "crime".
