parents would actually let their 9 year old daughter go out for a walk all by herself,

Community standards vary - heh, even family standards vary...

with a breed of dog that is likely too large and heavy for her to handle alone.

...and like Baldur said, which is also one of the most likely to listen and obey to a call...

Any child of that age

Source, please.

would run home and get their parents,

Now you know for a fact that her parents were home - what are you - a medium??

or they would try to find a police officer

Where I live, police officers have more important things to do than helping a girl find a stray dog - and I don't mean to only include chasing paedophiles and sending them kp, at that.

child would not stand around near the street, asking strangers if they saw her dog.

...unless of course she wanted to find it.

...'cause if you wanna find something, you ask.

...and if you're in the street, chances are that the interviewed will be strangers...

Not to mention that a girl that age would never start off

Source, please.

down the street with an adult male who is a total stranger,

Do you realise that out in the street it's probably the most public place there can be, and as such, quite safe to walk on with, with anyone???

Unless of course you live in some ghetto where there are drive-by shootings every hour, I guess.

and then proceed to "flirt" with said stranger.

Unlike you, I don't especially see that as "flirting" - it's quite normal behaviour at that age.

One has to speculate why people feel the need to make up such works of fiction for this board?

⛓️‍💥[Removed]

At that, there's never been a GM posted that doesn't "sound" authentic to me. I don't doubt some are fictional; I'm not that naïve - but none, to me, has sounded like positively pointable out as fictional. Not even dreamlover's panty gifts sound fictional. Really.
