I agree with whoever, make small talk with the parents or something. Find some ice breakers with the parents first, then you will meet the girl. Warning though, don't expect anything from this. The max you can expect is a little wave or a hello from this little girl.

How do you get to know your neighbors - I don't know. Most people just can't be bothered. You could try getting onto a local issue. You need ice breakers.
