WHY would a mother buy these??

As I sat in church today, there was a very hot 7F ahead of me in loose little shorts. As she bent over, it appeared the shorts were low on her hips and you could see the top 3 inches of her pink panties. I almost dropped my Prayerbook! But upon further investigation, these shorts were made this way, with the pink panty material actually part of the shorts, just to give the illusion of the shorts being down. They were loose in the front too, and, had I the opportunity, could have looked down to see the Real panties underneath, and possibly further!!!! Now, WHY would a mother buy these for a girl this young? Obviously very provacative, even at school people would think those were her pink panties!!! She sure got my attention!!! Broke my Zipper too, in Church!!!
