1) Of course nobody will always take the right decision. That's why we even have laws, for that matter. But it still should depend on everyone personally whether or not they make the right choice. That way, they cannot put the blame elsewhere and use their own powerlessness as a pretext for inaction. They also will have the chance to change in themselves, not having to wait for an outside situation to allow it.

2) In this particular case, it seems like the boy would probably have liked to be able to get out at will since even before this incident, even if only to return later. As Baldur said, even a break can sometimes be good; and I would think that if the boy could have taken this kind of breaks, the situation wouldn't have been as bad as it got. (Of course, in a hypothetical world, as usual, nobody knows)
