You've hit the nail right on the head there! And this has been one thing that has always utterly baffled me. I have had discussions about this with my friend and we had concluded that many parents do this in a kind of sadistically pleasurable way...("cock teasing" paeds and hebes in other words). It's almost like "we're gonna bait, tease and torture you lot as much as we can, but you better watch out because if you dare even make ONE move!..."
