That would (and more or less has) work in Canada, with her tighter kp laws. It just cannot work in the USA. No American site would survive for too long with real kp; we already see too many going down with only legal material. Then it's unenforceable for foreign sites without collaboration from local police and isp's. Finally, for not-web based traffic (I'm thinking email, im and p2p), either the isp's would have to eavesdrop all communications, or it's unenforceable.
it does require the attorney general to share the information with social-networking Web sites, so the sites can compare the identifying information with that of their respective users.
I find it hard to believe that a sex offender cannot just open another account they don't report. All the more so if and when they don't then use the other account with any illegal, part of their requirements, or otherwise questionable purpose which would call attention.
Furthermore - not all socnets are US-based; and we are currently seeing the proliferation of socnets hosted elsewhere, even if the market leaders are still American.
And yet further - I find it hard to believe that a socnet really will run the long lists of possible names through their database unless legally required to do so. Same as it is with content uploaded, it just takes too long a time, making it hard to do, though certainly not 100% impossible.
