Yeah I've heard about this too and it's something I was talking about with my friend recently. There seems to be at least two very different schools of thought on this. One school (the one I tend to subscribe to) says that full mental cognition is reached at age 7 and full brain size is reached on average by age 11. At the other end of the scale are those that are now trying to claim the ludicrous notion that the brain is not fully operational until the mid 20's! LOL. That's a HUGE difference of opinion, and represents more than a DOUBLING of numerical age! This is a fairly new mentality and I have taken special note that it is heavily relied on by those with the agendas to oppress youth. And it was the kind of "research" that was referred to when some adviser to the transport authorities was trying to raise the driving age. I don't know what their REAL reason for trying this pretext but perhaps it was as part of an effort to get more traffic off roads. This pseudo science has also been used by other such people, almost always to justify various agendas to disempower youth.
