Foreign countries?

Expanding on my post awhile back about a certain video service and the little girls on it, I have grasped the opinion that once you get outside the big city in Warm weather countries, all girls wear is just Panties! Maybe until they are about 10 to 12. And most Toddlers just wander around stark naked! (I like Diapers on them, just in case there is an "Accident"!)

So is it really like that in the Mid East, Far East, South and Central America? Parents don't care if they run around like that? Sure looks like it is the Norm from all the videos I see of that part of the world. With no air conditioning, all they have is fans to keep cool, since it is hot year round. So the little ones just wear scanty little panties, and that is all. When their little chests start to plump out, then they get a top. I probably would like visiting a place like that, but would be too uneasy with all the giant bugs they have running around there. Don't want any posionous spiders, centipedes and scorpions crawling all over me at night!!! But it sure would be fun to see all those little preteen girls in just their panties! Most Non-Ped people don't even notice things like that, but I sure would!!
