In some Southern California cities (and I suspect others in states like Arizona, for example) where there are heavy concentrations of Latinos, during hot summer days, you may see little Latinas in skimpy bikinis or just panties. Some very young ones do go naked. The law seems to ignore these show offs, as long as they are young. I, unfortunately, have never seen a girl older than, I suppose, eight running around naked, or even topless. Though skimpy bikinis are common on even older girls.

At Santa Monica beach, just below the beginning of the pier, there is an outdoor shower where children strip naked and wash sand off their bodies. Though I have not been there in a while, and I have been told that the shower has been removed. No doubt some self-righteous moralist complained.
