He was clearly saying that there are genetic causes for behaviours that were considered in French society to be "social ills", ie, caused by society (hence the mention of teenage suicides). This runs counter 99% of French tradition according to which society is always to blame, as beautifully expressed by those who contradicting him: "to say that a baby was born condemned to perversity" was apparently more wrong than the very use of the word perversity to label paeds... The proposal of vetting toddlers and preschoolers (which never really got off the ground, at that) goes in this context: detecting tendencies at an early age would help prevent future criminal or anti-social behaviours, ie, would help paeds be better able to live socially productive and fulfilling lives. (I would luv kea to comment). I admit that's many steps behind full liberation, but it's also many steps ahead of forced secrecy, discrimination and prejudice. You can contrast this with his left-wing 2nd round rival: "I want paedophiles not to be released", sentence with which she lost the debate, at least for me.
