I sincerely doubt that those on the sex offender registry are harassed at a rate of 3.5%.

When defending ones self against a attacker even one with a huge sharp object the law is your supposed to flee if you can but if you can't when you defend yourself after you have downed the attacker you supposed to stop your own attack.

I do not know the entire case here. It is still my belief that registries and other community notices are way of supporting vigilante justice and harassment. The UK knows this which is why the UK does not use community notices.
