Well they like to keep the emotion at a certain level. When real problems start looming, they tend to back off of the pedo chatter (and a few other distress-making kinds) in the attempt to keep things at the managable level. Keeping everyone at an artificially stoked high level of distress that's just below the breaking point comes in handy when you have a real crisis, because you can control it, by nixxing all the bogus kinds of distress stories. In theory anyway..
