I wonder how many people who stumble across CP don't or won't report it for fear of being arrested for simply having viewed it?

The linked article provides us with this information:

The campaign comes in response to IWF research which suggests 77% of people who find illegal content do not know how to report what they have seen.

What the article omits are typical responses, such as "I found a government web site where I could report the suspicious images I had accidentally seen online, but I was rather put off when I found that one of the required fields was 'At what address would you like to be arrested?'"
