If the subject of an "indecent" photograph appears to be under 18, the photograph is illegal, even if the subject is proven to be 18 or older.

"A smaller percentage will be naturist photographs that can only be illegal if decided by a jury."

The jury is always required to decide if a photograph is indecent, even if it depicts sadistic sexual abuse, however the vast majority of court cases (not a "small percentage") involve primarily (and often exclusively) non-sexual material.
