This would appear to go against international consensus, where it is legal to promote pornographic images as if they were of children below the biological age equivalent to 18. I would be interested in seeing how this is worded in British law.

"The jury is always required to decide if a photograph is indecent, even if it depicts sadistic sexual abuse, however the vast majority of court cases (not a "small percentage") involve primarily (and often exclusively) non-sexual material."

Naturally so, as this is far more borderline than the 18 material. I was referring to the reporting figures, that are most probably distorted by viewer-subjectivity and ineffectual reports.
