According to the law, viewing CP is illegal. So someone who reports it, it is automatically a criminal because he/she saw it first. And if that someone says that he/she found that material accidentally, it doesn't matter; remember the teen girl who send picture of herself nude? Police want to arrest the boys who received those photos accidentally.

So the plan is: report the sites, police get the IP or the person who report the sites, and then ... you know the rest.
