I also do not trust much of anything that comes from the government;

As for the hypnosis thing I didn't read the article nor will I for now, it looks like a very detailed article though however can't really comment on it, but always keep your discernment in anything and be careful with unverified or unverifiable certainties (being sure of something without having verified it first), same for me and anyone applies. ;)

One thing though, I saw in the beginning of the article

Coming from my experience and knowledge those are VERY common in anything coming from the government, especially politicians (and sex "therapists" where I went to also as a matter of fact), deception or pure unconsciousness is behind this, but when it comes from higher placed politicians or government levels I would tend to say it's deception at its best, however it's also the people wanting to live this way, feeding this lifestyle, the government is just giving them what they want! ;)

So who's really to blame?...

As long as the people will feed the current system the way it is the bullshit that is going on might be all they deserve... Grrr... ;)
