Well, yes and no... if you mean "mascot of childlove activism and support by people who don't give a fuck, and are doing this for the lolz..." well, yes.
Eh. He's kind of cute 'n cuddly.
Anyway, too bad we don't have any cartoonists here, then we could make some really cool, short cartoons for kids featuring pedobear that teach children the positives of childlove.

That is remarkably close to a good idea.
It's not the actual good idea itself, and at best is a way to maximize and exploit earned media, but there are actual good ideas which are close to that.
p.s. Don't assume we don't have, or cannot create, resources.
Is he that popular? I mean, if I decided to dress up as pedobear come next Holloween, do you think anybody would know who I was? Do you think I would get stoned to death by parents?

I was looking for an actual t-shirt of my own when I stumbled across this person's link in their conversation, on a thread about whether wearing a pedobear t-shirt would get one lynched.
Incidentally, if you wear it to work, sometimes they make you go home and change your shirt.
Don't listen too much to Blueberry... PB's mostly a figure of comedy under the "loveable letch" stereotype - not exactly like most of us, a comic character, but meant to be simultaneously loved and diminished while you laugh at him.
Think "pervy old man in japanese anime," not "pervy old man in 80s western propaganda."
Nonetheless, pedobear has uses. Be more creative. Better yet... be more integrative... Pedobear's just one member of a giant, multifaceted, rational and humane society with many interests, is he not?
Meh. On second thought, you should probably find out more of the actual character of pedobear before you think of doing anything with him. It'd be rediculous if he were out of character unless he was totally out of character, without being against his character.
