Methinks that the header and the footer are meant to simulate the appearance of a legitimate text; which frequently has the title repeated at the top of at least every other page.

However these statements in run-on boldface caps are inserted every page so that the author's unsupported assumptions ( the header ) and ego-stroking, of self and others ( the footer ) are absorbed every few paragraphs.

This is done to ensure that the point is driven home regardless of whether the reader draws the same conclusions from the "evidence."

Among the Personal Notes, the phrase You shall not pass! has positively Gandalfian overtones, and is meant to evoke the film scene wherein the Balrog is driven back to the depths in an apparently selfless act of sacrifice for the goal of the quest.
