It's true that even if the president agrees, the military has to be willing to go to war, and even if the military is green, young men have to be scared enough to jump in that distant meat grinder. But after all the previous failures and deceptions (Vietnam, Iraq, Afghanistan, etc) it will take more than another 911 type false flag attack to persuade them.
