The power in mascots lies in their lack of over-specific content. With enough space you can read more into them.
Simplicity is a goal. Pedo-ken is a simple creature, not a manifesto.
Sally DeWinter standing by a door or on a path with her valise is an essential reduction to the elemental.
Alice was more specific; but the image of Alice filtered through Disney and other pop-culture references becomes less Dodgeson's LGF and more an icon.
Mascot creation is very complex. The writings of Takashi Murakami and a study of Miffy, Hello Kitty and her ilk show that simpler is better.
And I think that Annabelle is icon enough.
