First of all, the Embarrassed Wife is the one who should confront the husband. If she doesn't make it perfectly clear that she is made uncomfortable by his looking, then it's still her fault too - the husband has no reason to assume "oh my wife is uncomfortable", bar telepathic powers. Obviously, there is a problem in writing to help channels before doing the simple thing yourself...

And furthermore, yes, it's ok to look, but if it's obvious enough, then someday someone will consider it rude enough, which should probably be added and is, imho, a valid concern from the wife - that still should be talked about directly with the husband.
