If society tries to make minors the immaturest possible and takes their capacity for personal responsibility away, then the parents become the enforcers of limits. But the more the parents are the prison guards, the more the minors and eventually the adults will be immature, leading to more of the prison guard model in both parenthood AND general society, which in turn...

As all vicious cycles, it's hard to break it - but much harder is it to break it later or even to live under it later enough.
