The seats around the Roundtable were not decided by Feudal inheritance, nor by Monarchic appointment, and not even by Democratic assembly. They were there because each of the Knights gained an open public auction as to their own value to deserve a seat - and of course, seats remained empty if no bidder had appeared that was worthy enough.
That is a model for privatization of state industries, if I ever saw one.
