Well, for one thing, Vulcan was the equivalent of a skilled worker, and probably represented more the free men in Roman society than one of the lowest classes, specifically the slaves. At least, this is what I think. Thor was more or less seen as a protector of the lower classes, those who tilled the land, including the yeomans and the thralls, as well as the slaves. Hence, I would argue that Thor is the more logical representative of the working class of both yesteryear and today than Vulcan.
