Even most libertarians would disagree with this ridiculous notion. Technically neither the state nor parents own children. They are either under the stewardship of their parents/guardians or they are wards of the state, with the state being their steward.

That's in theory.

In real laws, children are actually treated as property of either. Don't believe me?? Check your codes!! Specifics may vary, sometimes take opposite positions in different countries, but it's true everywhere in the world.

In other words, even parents/the state, while they have a lot of power over kids, cannot violate laws that pertain to their welfare.

If you do not treat children as property (which you say you do not), then what you claim to believe runs counter to what you practice, making you a hypocrite or ineffective, or both.
