But how on earth is this kind of thing expected to be enforced?

You're looking at it backwards.

It is property, whether state or parental, that has to be enforced - default status being anarchy.

Therefore, all you'd have to do is freely allow children to leave your household if they want and to live where they want, including another household or a street gang.
