v12

Upon typing up the URL of this very forum in my browser, I get several angry, verbose message boxes covered with text about accepting a "certificate" in order to connect to this website. Several of the warnings talk about the generator of the certificate being a place called "v12", and that someone might be trying to "intercept" my communication with this website. The owner of the certificate is listed as "Chief Information Office" or some such nonsense.

Can anyone here explain the reason why my browser is flipping out on this?
