People won't riot over stuff considered to be lolicon at all. Far too controversial.

Child pornography laws apply to all minors as far as I know, meaning anybody under 18. Classing fictional illustrations under this means that it applies to all fictional characters under 18. Or at least, all human ones ('person' may not apply to elves or magical aliens or sentient robots, could be a loophole).

The most conservative example you'd see used would be Yamcha and Bulma from the Dragonball series who are 16, or in homosexual media, Tuxedo Mask and Zoicyte, who are both 17 year olds. These are things that would count as CP if it applies to anybody under 18 including fictional characters.

That's the sort of stuff more people like (including myself) for hentai, much fewer people like lolicon, and it's not something many people would have the guts to defend.
