1) Lolicon and / or CG kp is already illegal in several jurisdictions around the world. Few people seem to have taken notice - prohibition has generated most controversy, to my knowledge, in Canada.
2) Even if it might be federally legal in the USA, and even if the Supreme upholds its legality after a test case, that does NOT automatically mean it would be legal everywhere in the USA. Obscenity laws are still likely to apply anyway, and I don't think a jury anywhere in the USA would not consider drawings of sexual activity involving minors to be obscene.
3) Even if possession is legal in some place, it does not follow that production, acquisition, purchase, offering / advertising, transmission, transmission through public communication means or transmission through state or international borders will be legal or not subject to direct but hard for the state to actually charge taxes or tariffs. Of course, anyone might then be charged with any of these other crimes and effectively that would be rendering lolicon illegal in any given jurisdiction without ever having actually criminalised its possession...
