That already exists and nothing good has happened, I regret to inform you.

There already are sites selling CG kp done at least to the same level of realism we are now used to see in movies (I don't collect it but I know because once as a mod here I had to delete a link to such a place). It is already illegal in several countries, as I said elsewhere. And that doesn't prevent lawmakers, whether they have already banned it or not, from being ever tougher with every new kp law and trying everywhere to move towards banning CG kp too. As is obvious given the general lack of awareness about the subject (even here, of all places), it is not the commercial success that you are expecting it to become. But don't blame it on the price: free alternatives exist, or at least existed, through hooking up avatars in 3d interactive sites, such as 2nd Life... until that too was either explicitly prohibited by law or banned by the sites themselves...

And that's without even getting into your other two hopes...

I fail to see any reason, not even one, not even the smallest, why the police would benefit from lower rates of real kp trading.

And I fail to see why any kid that was abused in the 1970s would benefit from CG kp today becoming prevalent - police themselves admit that the stuff they find in suspects' computers is the same stuff that has been found since the 1980s, and that new materials are rare and immediately stand out precisely because of their rarity among kp trading quasi-communities.
